The International Journal of Computational Intelligence Systems (IJCIS) is a scientific journal covering state-of-the-art research and development in all aspects of applied computational intelligence.

IJCIS is an Open Access journal, allowing for a maximum exposure of its papers. IJCIS is indexed in the Directory of Open Access Journals (DOAJ).

Also, IJCIS is indexed in major indexes including SCI, Scopus, CNKI and Compendex. The current SCI Impact factor of IJCIS for 2016 is 1,14. As for Scopus Citescore, IJCIS is now at 1,57 and positioned in the top 25% of Computer Science journals.

IJCIS is the official publication of the European Society for Fuzzy Logic and Technologies.

Indexing

The current SCI Impact factor of IJCIS for 2016 is 1,14. As for Scopus Citescore, IJCIS is now at 1,57 and positioned in the top 25% of Computer Science journals.

These results reflect our policy of more rigorous reviewing which was put in place since 2015. We intend to continue this policy and make IJCIS one of the top-journals in the field of information sciences and computer science.

As of June 2017 IJCIS is included in the Directory of Open Access Journals (DOAJ).

Open Access

All articles are published as Open Access articles and are immediately available for free for any interested reader. For having an article published as an Open Access article, currently a promotional APC of 350 euro is requested, which is valid for any paper submitted before 31 December 2017.

Atlantis Press is pleased to announce that JRNAL has been accepted for indexing in the Emerging Sources Citation Index, a new edition of Web of Science. Content in this index is under consideration by Thomson Reuters and accepted in the Science Citation Index Expanded, the Social Sciences Citation Index and the Arts & Humanities Citation Index.

Introduction

It is my great honor to announce the publication the new “Journal of Robotics, Networking and Artificial Life” (JRNAL) together with Atlantis Press. The contents of this journal are often derived from articles submitted to the International Conference on Artificial Life and Robotics (ICAROB).

The ICAROB conference resulted from the AROB-symposium whose first edition was held in 1996 and the eigteenth and last edition in 2013. The AROB symposium was annually organized by Oita University, Nippon Bunri University (NBU), and ALife Robotics Corporation Ltd. under the sponsorship of the Science and Technology Policy Bureau, the Ministry of Education, Science, Sports, and Culture (Monbusho), presently, the Ministry of Education, Culture, Sports, Science, and Technology (Monkasho), Japanese Government, Japan Society for the Promotion of Science (JSPS), the Commemorative Organization for the Japan World Exposition (’70), Air Force Office of Scientific Research, Asian Office of Aerospace Research and Development (AFOSR/AOARD), USA. I would like to express my sincere thanks to not only Monkasho (annually fund support from 1996 to 2013) but also JSPS, the Commemorative Organization for the Japan World Exposition (’70), and various other Japanese companies for their repeated support.

The old symposium was organized by International Organizing Committee of AROB and was co-operated by the Santa Fe Institute (USA), RSJ, IEEJ, ICASE (Now ICROS) (Korea), CAAI (P. R. China), ISCIE, IEICE, IEEE (Japan Council), JARA, and SICE. The old AROB-symposium expandd much by absorbing much new knowledge and technologies into it.

This history and character of the former AROB symposiums are passed on the current ICAROB conference and to this journal. From now on, ALife Robotics Corporation Ltd. is in charge of management of both the conference and the journal. The future of the ICAROB is brilliant from a point of view of yielding new technologies to human society in 21st century.

I hope that fruitful discussions and exchanges of ideas between researchers will take place both during the ICAROB conference and in this journal and that new merged technologies will be created contributing to the happiness of human beings. We also expect to establish an international research institute on Artificial Life and Robotics in the future with the help of ICAROB and JRNAL.

The Journal of Robotics, Networking and Artificial Life is an international journal publishing original technical papers and authoritative state-of-the-art reviews on the development of new technologies concerning robotics, networking and artificial life and, especially computer-based simulation and hardware for the twenty-first century. The world faces more and more insecurities and challenges than ever before. A greatly increasing number of uncertainties and catastrophes the world has had to confront are redefining the way countries approach disaster and crisis management. Current times necessitate greaters effort to understand risks and avert crises. In particular, the cultural fusion of the West and the East is most likely to help serve humanity to achieve security and relative freedom in a vulnerable, risk-filled society.

The International Journal of Risk Analysis and Crisis Response (JRACR) publishes high-quality papers concerning risk analysis and crisis response. This publication facilitates the promotion and rapid development of risk analysis theory and application worldwide, thus helping to reduce the effects of natural and man-made disasters and to avoid major economic and social crises. The published papers provide the necessary risk analysis theory and response techniques to ensure healthy development of society and of the economy.

JRACR is published by Atlantis Press, Paris, France. Professor Chongfu Huang, the president of SRA-China, serves as Editor-in-Chief. The Editorial Committee of the journal comprises an Advisory Board, Area Editors and an Editorial Board. The Area Editor is responsible for having all submitted articles peer-reviewed in a timely manner, providing constructive feedback to authors, advising as to which articles are to be published, and forwarding those articles to the Editor-in-Chief, who always makes the final decision regarding the acceptance of a paper.
